Let me give you and anyone else a word of advice, before you read the Bible, pray to God and ask him to give you wisdom and understanding while you read the Bible then you will understand it the way it's intended to be understood. Jesus spoke of parables, why? Because, "the knowledge of the secrets of the kingdom of heaven has been given to you (righteous), but not to them (the unrighteous)", verse 13: "This is why I speak to them in parables: Though seeing, they do not see; though hearing, they do not hear or understand".
Explanation of Matt. 13
"A farmer went out to sow his seed". Who's the farmer? God. what is the seed? The word. Who is the Word? Jesus Christ, hence, John 1:1-4 "In the beginning was the Word, and the Word was with God, and the Word was God. He was with God in the beginning. Through him all things were made; without him nothing was made that has been made. In him was life, and that life was the light of men".
As he was scattering (speaking) the seed (word), some fell along the path, and the birds (devil) came and ate (made some people not believe the word/the word fell on deaf ears) it up. Verse 8: "Still other seed fell on good soil, where it produced a crop - a hundred, sixty or thirty times what was sown. Verse 9 "he who has ears, let him hear". Verse eight talks about those that hear the word and the word lives in them, these are the righteous people who believe the word and they do what the Word says and that is the good soil.
The parable of the sower is not about a church (building) but about thee church (the body), this parable has nothing to do with what the church (building) should do for the poor.

Time to recheck that religion and make sure they are correct and grounded in the 'books', etc. that they preach. The particular church sounds like it's time to move on. 'Shake the dust from your feet' and move on. Try to find other like believers. I have see nthis happen MANY times with Catholic churches, as a matter of fact, I've never seen them do anything that didn't involve filling their own pockets.
However, the sower and the seed actually has to do with true believers 'plantin' the seeds of faith in others, and God 'gives increase' to those individuals, some don't listen- barren ground, etc.

see this is why it is called a parable so that many people could misinterpret the word of God. Luke 8:10 And he said, Unto you it is given to know the mysteries of the kingdom of God: but to others in parables; that seeing they might not see, and hearing they might not understand.
The seed in the Bible is always the words of God and the meaning of God's words. The ground in this parable is the heart's of people. If the heart is indifferent, bad or evil no fruit comes forth, but if the heart is good then that person does grow and learn much more about the truth of God's words.
But because we have many false teachers you will hear many versions of the truth. Jesus did speak of this hypocrisy of not caring for your elder people and giving to the church instead;Matthew 23:14 Woe unto you, scribes and Pharisees, hypocrites! for ye devour widows' houses, and for a pretence make long prayer: therefore ye shall receive the greater damnation.

The sad thing is any church is already supposed to have the Word. They shouldn't need to have someone sow it there. But if they are not obeying the word( not taking care of others in need) then that church sadly wasn't fertile ground.

Dear Buflobut,
In the parable of the sower and the seeds in Matthew 13- Jesus is the sower - and the seed is the word of God. Our hearts are the field where Jesus word can grow.
As a member of a church if you see that the actions of others are not inline with the teachings of Jesus- i believe the heart of Jesus would be heartbroken--- and i think would be moved with compassion to lovingly correct others- and try to help re-direct the church towards loving God (first) and loving others.
Every church has its shortcomings. And i think that we are never just to be a critic but also to be part of the solution. God wants His church-- healthy and obedient.
A passage in Ephesians makes an analogy between a husband and wife and Christ and the church. It tells us that even though a husband knows every fault of the wife (he doesn't chastise her, but rather he nourishes and cherishes her) cleansing her with the washing of the word. In much the same way- Jesus knows our faults and our shortcomings- and he nourishes and cherishes us with his love (and corrects and purifies us by His Holy word).
Just a passage to have you consider God's heart for the church, and how we ought to have that same heart for God's church. If your church is that unbiblical, perhaps you may want to change a church- but as a pastor- as i sometimes hear people complain aobut their churches- i encourage them to pray and consider how they can be part of the solution, instead of just critcizing-- cuz Jesus who has every right to criticize- nourishes and cherishes His church- and we ought to do the same.

The church should help out its members and help out everyone else that is asking for help from them as well. If they're preaching it and say they believe it, they should do it. Otherwise we find people making general assumptions about an entire religion because of people who are blatently hypocritical or just too timid to do something for someone else because of what it will make them look like.
EDIT: ...And no, I'm certain that the verse isn't about producing children/makin' babies, but rather the spreading of the word of God and building churches/congregations from that.
