Yes, living "on post" means you live within the borders of the military base where you are stationed, and only military members and their families are allowed to live there. The upside is that it's more secure, you're surrounded by people with similar interests and experiences, there's usually a school right there on post, and you don't have to go through any checkpoints just to make a quick run to the commissary or PX. Downsides are that people on post tend to be nosy, you have less choice over where you live, and there is a class distinction between officers and enlisted personnel.
Living "off post" means you live outside the base. The military will compensate you for your rent, you get to choose where you want to live, you don't have to go through a checkpoint every time you come home from somewhere besides the commissary or PX, and you have less strict rules about noise levels, etc. If you know you'll be somewhere for a while, you can even use your BAH and put it towards a mortgage payment on your own house in the area.
In the states, I actually prefer to live off base. We're overseas in Germany right now and while I do live in government leased quarters off base, it doesn't really matter because the post where we are is broken into 3 different sections so checking my mail, going to the PX for socks or something, and then getting groceries will take me to all 3 posts (security check at each one), and almost the entire width of town.

If you live on post mean you are in housing with another military members and families. Off post is living in economy, mean out the housing. The schools are most next to the housing also the shopping centers all that. But not all the time, it's can be happen you need to get out the housing and drive and get in another military section, where the banks, commissary, PX all that located.
If you get deployed to Iraq or Afghanistan your family stay where your duty station is.

living on post means you live on base.. living off post you live out in town near your base anywhere you want and can afford to live

at my first tour at Bragg I lived in barracks..."on post"...2nd tour I moved downtown and had a blast...I was single and there were no adequate quarters available and I was able to draw single HOLA/COLA..they paid me to live off post....its a good deal cause Bragg is so damn big....and having 58,000 GIs for bunkmates sux

Live off post, trust me. The guys on post had to pull extra hours of guard, extra cleaning, etc...b/c they were handy. Trust me. Live off base. Get married too...the married guys always had it easier and had more $$$.
