yeah that's worse than saying no. you might as well just laugh at him. basically you have just said that you cannot comprehend that he would think about doing such a thing. at least if you say it's like "i don't want to do that." why is more like "are you crazy"? have some sensitivity.

If you are a woman, then it is stupid to ask why. A guy says he wants to kiss you because he is attracted to you. If guy wants to kiss a gal, he just does it. If he has to ask, then he is shy or insecure. Don't make it worse by asking why. It probably took him a lot of courage to ask. Why do you want to shoot him down for it? Now it will take him 5 times as much courage to ask the next time. If you don't want to kiss him, just refuse. Don't ask why he wants to kiss you.
On the other hand if you are also a guy, and not gay, I guess you just tell him to get away from you.

It would definitely throw him for a loop, obviously he must have thought that the two of you had some feelings for each other, and if you asked why, this may not be the case. However if you guys didn't have any kind of connection, and he wanted to kiss you, he needs to realize that he should get to know someone before he tries to kiss them

It kind've puts him in more of a spot. He's probably nervous about asking you in the first place. And asking why might put doubt in his mind that you might not like him. Try to think of it from him point of view and what you would think if someone asked YOU why.

You have a right to ask anything you want. However, if you have to ask it is a good bet that you are not feeling any chemistry with this individual.
