What is better decline (or incline not sure what it would be called) crunches or level crunches? Level crunches meaning being level to the ground.

A varied routine is always better. Doing crunches on different declines can alter the range of movement, but if you're always doing the same thing, eventually your body will get used to it, will adapt, and you'll stop getting the same results. There are lots of other ab exercises you can be doing. Hanging leg raises, pully crunches, etc.
The annoying thing about any type of working out is that as soon as something is really working, it's time to change it. You have to keep the body guessing.
Whatever exercise you're doing though, make sure it's controlled and that you're working the muscle you really want to work. Speeding through a hundred poorly performed crunches is much less efficient than doing 25 good ones that'll do the job and cost you nothing.
