I don't know if it depends so much on the breed as on the cat's personality. Cats are like people -- they all have different personalities. Some are loving and affectionate and out-going, some are more stand-offish and aloof. If I were you I'd go to a shelter and just take your time and hang out with the cats for awhile. Then you will see which cat you harmonize the best with.

It does depend on the owners, no cat is going to be loving if they are mistreated at home. I have two Burmese and have never come across a more loving breed that is suited to living indoors. Mine are 2 years old and have never had any health problems from staying inside. They love human company and will take any opportunity to sneak onto a warm lap.

My cat Felix was the most affectionate cat that I have ever had--I got him from the local shelter and it took a while for him to trust me (about two or three weeks). After that he was so affectionate!
He would wake me every morning licking my face. Rescued animals are so grateful and they let it be known!

I say rescued strays become the most affectionate...they don't take things like heaters and sofas for granted and are so grateful to you for having rescued them. I've rescued many stray kitties and not one of them ever wants to go outdoors again, for fear they may be locked out...some even get worried when I open a window!
Please don't buy a pedigree cat...there are millions of cats being euthanised in the USA each year and breeders only add to that problem.
Contact a local cat rescue group (if you google your area with the name cat rescue you'll find one) and they'll hook you up with a great kitty that meets all your needs.

Manx are supposed to be the most 'doglike' of the cat breeds. Does that mean they are more affectionate? I don't know but I have a tailless cat and he is the most affectionate cat I have ever known.

It is not the breed but the personality that you need to watch for. I agree with alot of the other answers here that getting a shelter cat tends to be more grateful and loving.
The best way to adopt is to go visit and the one cat that picks you will be the best fitted for you.
Try petfinder.com they have a huge assortment of cats and you will be saving a life.

My opinion of the best type of cat to own, is one that comes form the shelter. They are the most in need of a loving home. I've never seen that purebred cats are any better than domestic shorthair "mutts".

I would have to say that it's the Abyssinian, hands down. They're very affection as cats go. I've had one for almost 16 years now; he's starting to slow down a bit, but he's still very attached to me and to my other cat. He makes a very good indoor cat; he doesn't shed a lot, and is not a "talker."

I had a turkish angora, I believe is how its spelt, I had recieved when I was operating a cat shelter on my own. The owner of the shelter she was running was getting out of that line of work, and I had offered to take a few of her hehe "clients" lol. but anyway, when I got him, I kept him even after finding the others a home. He had gotten hit by a car, and walked with a strut, and I named him baby boy, mainly because he reminded me of those who wanted to be bad and strut, but were adorable anyway lol. He had adorable blue eyes, and soft white fur. he was independant, fun loving, sometimes playful, but you knew when he wanted his space., and if you let him be, he would come to you if he liked you. he was also a very good judge of character.

my cat is really loving when he is not in his playful mood
my cat is tabby {he's probably part something else too} and I found him outside, it's really amazing that he wasn't afraid of me, but my cat is DEFINITELY not boring, he'll run through the house, climbs a 20 ft. ladder and has lots of energy, sure he bites, because he has a wild streak in him, but when you pet him he will purr, and he starts doing the breast feeding thing, were he sucks {usually on a shirt or blanket} and re tracks his claws[which is weird cause he is around 1 year old].
I'm not a cat person really, because cats are boring they don't really do anything, If you are like me you may want a cat like mine, but the ones like mine are hard to find, I think it's cause he is part wild he has lots of energy, but I suggest Tabby.
