YES! It's called thew Universal Locator. I have found my buddy, who at the time was just a dependant, in Holland and my other buddy in the Marine Corps, through the Universal Locator on an Airforce installation. Call military information, they will help you.

It depends on who wants to know, and why.
Members of the military have their own rights to privacy as well as other citizens.
If someone has a good reason for the request, or a legal reason to find someone, you could contact their branch of service, and see whether they could get a message to them; whether or not they contacted you back would be up to them.
If there is a legal reason, you can get a court order and possibly find them, if there was a lawsuit.
If it is a personal reason for humanitarian concerns, you might try the American Red Cross.
