Why do they call it a "building"? It looks like they're finished. Why isn't it a "built"?

They call it building because the constructors know that they have left so many things undone/incomplete/faulty in the house that owners will keep on spending on its "construction" their entire life/lives.

You are right, however there are many other words in the English language that are as ridiculous. Like: why do we park on driveways and drive on parkways? Why do we say hot water heater? It is actually a cold water heater. A pair of pants? Think about it.
