Litter in ANY public place is disgusting. The public do not "own" anything and have no rights to litter in the
expense of others, who also share and make use of these common areas.

Public transport in-and-of itself is a sort of "litter". It's certainly not the natural landscape it used to be.

If you are referring to the action of littering, it is distasteful, if you are referring to the state of the transportation system (cleanliness), I can only say that the folks who run the operation may not be aware of the condition.
