It would be more helpful if you knew what community Billiejo lives in. If they own property there, you can go to the local records office (or contact them) to find contact information for this person. There are many different sources of public records you can search through for free however it will probably require you to do it in person. Otherwise you are paying someone else to do the work for you, which is what these pay unlisted numbers sites are about. Also, these sites purchase mailing lists from companies which aggregate phone numbers from people filling out their information to win a prize or get free stuff.
Also, about Zabasearch, don't even bother. They have 2 listings for Billiejo Mattson in New Mexico, and neither have a phone number. If you click on the links they refer you to Intellus paid background checks with phone numbers. I don't understand why answerers don't follow their own links before suggesting them.
