I'd like it to also be able to change the color of the pictures to black and white but leave certain parts of the photo in color.

"Jask PaintShop Pro" is the lowest price photo editor. But U can manage your task with the free program GIMP. It's the best opensource product.

I'm a big fan of Macromedia Fireworks, but you can get an extremely powerful program for free, it's called the GIMP. Google it, it's open source, but just as powerful as adobe.

Can't Paint do that? Picasa is godd too, mayeb it can do that too. It's worth a try anyway.
