you can tone the muscle doing some dumbbell curls concentration curls hammer curls tricep kickbacks cable pulldowns chest flat bench flyes incline flyes decline flyes with dumbbells which are the best exersice for chest toning and then running 20-30 min a day for 3-4 times a week to lower your overall bodyfat %
only work each muscle group once a week to avoid overtraining the muscle

There are heaps of exercises here to help tone up, i would also incorporate cardio. Running, walking, cycling, etc as these are the exercises that really burn the fat!

You should really do arm extensions with a weight that you are comfortable with. :)
