start by adding just a little more water than is required overflow can be the result of too much liquid, add a drop or two of cooking oil,and set to boil in an open cooker, once the dal comes to a rolling boil, stir once, reduce the heat & then put the lid on,place weights only after a constant flow of steam comes through the vent, this later part is done on a low flame.

Dal when cooked in a pressure cooker should be cooked
with water that is 3/4 inch above the dal,
with one teaspoon of cooking oil,
on low flame.
It will never overflow.

either ur pressure cooker is small or u must be putting lots of water in it. its better to slow the flame before the dal is ready to
boil out. dal cooked at slow flame is more tastier, and economical
as it saves gas.

let the dal soak nicely for a while, add less water. when there is more water than required it tends to overflow.

Perhaps the amount of water you add is too much. Four times the amount of water by volume is the rule of the thumb.
