first you need to learn what a "golpe" is. then you will be able to understand accent marks. for some its natural and can be heard right away. for others, the golpe needs to be learned. this site helps a lot, but u must be able to read and understand spanish to comprehend.

Accents:
Words ending in a vowel plus n or s have an accent on the last syllable (papá, sofá, patÃn, jamás, bastón, etc.)
Words ending in a consonant except n and s have an accent on the penultimate syllable (frágil, huésped, dúctil, etc.)
Then you start all over, that is words ending in a vowel plus n or s have an accent on the antepenultimate syllable (artÃculo, asiático, astrólogo, mecánico, vÃbora, etc.)
There are more rules but if you start by learning these three, you will be very much ahead. Good luck.

For that you need to know the word. Not every word has an accent on it. You have to memorize it. The ~ only goes over the n and the ` goes over the vowel that is emphasized in the word.
