It is French - It means 'Reason for existing' or 'Reason for being' - It basically means why you get up every morning, or why a particular product exists...

It's french for, "Let them eat cake". It didn't work then; it doesn't work now. But it gives them a reason for existing.

Yes it is French. Literally it translates as "Reason to be".
