"Locked-in Syndrome" is due to injury (typically a stroke) to the upper portion of the brainstem. Patients are intact mentally, as the cerebral cortex has not (usually) been damaged.. Speech pathologists who specialize in augmentative communication can help a patient to communicate via special computer-driven devices.
In "persistent vegetative state", a patient is NOT cognitively or linguistically intact due to severe brain injury. The prognosis for meaningful recovery is extremely poor.
