For just the same reason you described in your question. The U.S. underestimated these people. You call them rag tag. Doesn't look like that to me.

It's not the insurgents that are making it hard on the military. The insurgents are just a bunch of rag head lunatics that would easily be wiped from the face of the planet if the military was allowed to take care of business. However, there are too many bleeding heart arm chair quarterbacks here in the states that cry every time a civilian is killed. Sorry folks but it's war, innocent people do die. The only thing holding our military back from victory are sorry *** citizens who never served a day in their life and have no idea what needs to be done to win.

We play by Geneva convention rules, or in other words we play by "Civilized" War practices. Terrorists and Insurgents are not bound by any rules whatever. If they kill 5 or 10 American Civilians we don't go kill 5 or 10 Random Muslim civilians, we are trying to use the Military as a police force (hmmm do I hear Vietnam) when it just won't work. In other words they aren't worried about being on the 10'Oclock news.

Because US forces can't hide in a crowd of people and start firing at insurgents. We also don't sneak bombs into crowded marketplaces and explode them killing 25 civilians and 2 insurgents. Oh yeah, and we don't just randomly drop improvised explosive devices on the side of the road and hope that maybe we kill some insurgents not just a school bus full of Iraqi children.
Wake up people! We're fighting people that are lower than animals!

Same reason they gave us a hard time in Nam,
too many "rules of engagement", guerilla warfare is very hard for conventional forces to deal with.
Hard to know who is the bad guy when they are all wearing rags.

because most of the rag tags are former Republican Guards (R.G) remember there are about 150,000 of them.where are most of them now?do you think they happily surrender their weapons and cooperate with the US?they are the rag tag insurgents you're talking about!!
just think.R.G are selected from Saddam's loyalists(meaning:no shiites' in R.G)and are the best trained and equipped of the iraqi army plus 8 years experience of war with iran.imagine this:some out-of-the-world country come and invade your country (U.S),where will the Navy SEALS, Marines and Army Rangers would be?cooperate with them?maybe...but most of them will object you see!!

it's called guerilla warfare. Some would say it's kind of hard to deal with when the guys you are fighting aren't wearing uniforms and don't care about civilians on the battlefield.
