It may be awkward, but yes, all dogs can crossbreed, and if he's that much bigger than her, there's risk of complications. Someone needs to be fixed.

YES! Like 5 minutes ago! When my mini poodle was in heat (and she only ever went outside to go to the bathroom), I had every non-neutered male dog within about a 10 mile radius on my front lawn! And, as far as you thinking your shepherd mix is too tall for her -- when there's a will there's a way -- my friend actually had a Chihuahua female and a male Great Dane, and she thought the same thing about being safe since their size difference was so drastic. Well ... her little Chihuahua had to have a Cesarean section to deliver her 2 Great Dane/Chi mix puppies!!
Seriously!!

YES! I would have them both fixed (she spayed, he neutered) ASAP! Until then, make sure that you lock HER up! If you lock him up, then you'll be asking for trouble because he will go to any length to breed with her. If he is so tall, he can still impregnate her, and chances are the puppies will have to be removed before they are viable. This is both costly and dangerous. I would have your pets altered immediately!

Does not matter how large or small. If she is in heat, separate them. I have literally seen a beagle mate a lab THROUGH a fence! It's possible and they will find a way to do it. Separate them ASAP.

You did not say what the female is, but they can mate. I would separate them now.

Please separate her right now from him. He will really hurt her very bad. And if puppies result they WILL be to big to deliver. This is dangerous for her. Please separate them immediatly . She will suffer terribly should he get her pregnant.
