The easiest (and most effective) solution is a topical flea prevention like Frontline, Advantage, or Revolution. Frontline works on some cats, but it didn't work on mine. I now have both my dog and my cat on Revolution. It's been working great. You don't need to take any further steps after applying it because any time a flea bites your cats, the poison will kill it. Then it won't have a chance to feed, drop off, and lay eggs. It's effective in ending the flea life cycle. My husband and I were ready to use nasty chemicals on everything, but the vet said to just apply the Revolution, then empty the vacuum every time we used it. And it's worked.
As far as how they got it; there's a good chance that someone else in your building had/has a problem with fleas and they migrated to your apartment. That's what happened with my animals....and since I can't do much about other peoples' filth, I just keep my pets dosed with Revolution.
You can only get Revolution from a vet, but the nice thing about that is that you can often buy one dose at a time. The cost of the dose depends on the size (more medication for larger animals). My cat has the "For cats 9lbs. and up" dose and it costs around $13 bucks for a single dose. So for two larger cats, you'd be looking at close to $30 bucks. For smaller cats, you'll spend a bit less. So contact your vet and see what they've got available.

If your cats are indoor and they didn;t have fleas before, and you just moved to this new place it means that the place had fleas probably from the previous tenant, You really need to spend money to take care of it, however you should let your landlord know about this, this is serious, no matter how much you spend on your cats, if the place is still dirty they are going to get it!
Get your cats out of there, clean the place then you need to get your cats treatment, it can be a case of animal cruelty if you don't. and I'm sure you won;t be able to do that with $25.
Advantage works the best for cats.

Are your cats bathable? If so, use DAWN dish detergent and soap them up well. Let it sit for five to ten minutes then rinse, rinse, rinse with warm, not hot, water.
Get some of the RAID Flea spray and treat your apartment. Repeat the spray in seven days, as fleas hatch every seven days.
Then go to the vet and get some frontline for cats. If the vet is too expensive try the local shelter. Sometimes they will have it at a discounted price.

I know the love and companionship they give is priceless, but the (low) average cost to care for ONE pet is $7,000/ a year!!
Frontline Plus (kills fleas AND eggs) costs ~$35 dollars for a 3 month supply (for a single cat!) and that may not take care of the eggs incubating in your carpet. It sounds like you have a heavy infestation and flea eggs can survive up to 6 months even without a "host".
For now, try to bathe the kitties with mild dish detergent ( flea/tick shampoo is preferable). Fill the kitchen/bath sink completely with water and submerge your cats under the water (NOT THE HEAD!). You want to drown the fleas, not the cat. Fleas are very resilient and can actually "hold their breathe". About 5 minutes and wash with the soap. Dish soap will help trap the fleas in the water. Wash the kitty's face with a cloth and any fleas that jump off, try and "snap" them with the nail of your thumb. (Fleas are highly "unsquishable".)
With any money you have left over, not to be cruel, I recommend you spend it on taking photos of your kitties for memories and then surrender the kitties to a local shelter. Start saving to "flea bomb" the apartment.
When you think you are ready to adopt another pet, remember to budget care cost into your monthly expenses and then add $20 bucks to that total "for emergencies!). Good Luck!

Try going to the vet, low cost if one in your area, for the cats, get large dog (more doses) Advantage. Depending on the size, and weight of your cats, will determine how much you put on them-on their skin at the back of their neck-where they can't lick it off/ One dose lasts a month, and keeps the fleas away from your cats. Vacuum, vacuumm, vacuum, after the Advanage treatment. Take care.

You should not have pets if you cannot afford them... Take your cats to a good/caring home... Dont tell me you didn't know your cats had fleas... You knew all along but you are too darn cheap to take them to the vet... Shame on you! I know where you live and I am calling the animal humane society right now....

do cats go outside..if not it means your apt. had eggs getting ready to hatch...you will need to geta bug bomb,,,remove yourself and cats from apt for at least 4-5 hrs....then..the fun begins..bathe your cats in a flea soap...oh my gosh..cats do not like baths...and blow dry and get them flea collors....all for all...under $12.00.and some of your time and .....bathing cats...extreame effort..i would wear something....you will get scratched..good luck p.s you will need to remove yourself and cats in approx..7-8 days and redo the bug bomb..again and maybe rebathe kittys
