If your shower curtain is cloth material...You can use "So Soft DecoArt Fabric Paint" . Another good medium would be ball point paints such as a "Tri-Chem" or "Aunt Marthas" a Liquid Embroidery . If it is more of a vinyl material..."DecoArt Ultra Gloss" may be workable for you. I have use this paint with leather and it worked very well.
* If you happen to have acrylic paints on hand by adding a fabric textile medium , you can make your own fabric paints
which creates a permanent and washable paint medium.

well I'm gonna be honest with you , you're gonna spend more $ and time trying to find a painting that doesn't wash away than you're gonna spend in terms of money and time buying a new shower curtain , buy yourself a new curtain in a few words , take care ... ;0)

Just ask for unwashable paint and will stay on the curtain and avoid it from getting wet..Or just buy cheap curtains with beautiful decorations

isn't it easier and cheaper to just buy a new curtain? I mean it's vinyl. if you want to embellish it, Try beads, or stencils. they also sell that cute fringe type ribbon with the beads that looks great on handbags and lampshades. this might work for shower curtains too,

You don't say what the material is. If it is fabric, use fabric paint, and specialize paint for the fiber of the fabric if you can, if it is something else, use a non-waterproof paint.
You have to consider the material that you are working with.

I would suggest fabric paint, it's you best chance at getting it to last.
