Is it because drunk people drown or because drunk people litter?

Beaches are ment for families, many ppl when drinking can cause problems

also if a person drinks it up and goes swimming and gets in trouble it puts a lifeguard at risk by having to go in and save them, especially if the drunk is rowdy and tries to take a swing at teh lifeguard while in the water..

it just creates more problems than there should be

In many cases it's not the liquor that is forbidden, but the glass container. But it could be that drunk people drown and litter (not always in that order)

Have you ever stepped on broken glass? It's worse at the beach, you're foot actually will "pop". Here, I don't know about booze but no glass containers. Thank you very much. . .
