Microsoft Paint is an image editing tool used to edit images or create from scratch. Its an basic program targetted to novice knowledge people.
MS paint comes with all the versions of Microsoft Windows. It should be there in START>Programs>Accessories> Paint/MS Paint
If you dont have such program, then it might be removed. To re-instal it, goto Start>Settings>Control Panel>Add Remove Programs> Add Remove Windows Components, Choose Accessories and Utilities, then click on Details, then choose Acessories, click on Details, there would be paint option put check on it, and then OK!... OK again and then Windows will install it for you and then it can be accessed from Start>Programs>Accessories.
This re-installing can be done on Windows ME and higher.
If you unsure if its there on your PC, goto run and type mspaint.exe and OK, the program with untitled title would open.

It comes installed on your PC. If its not there, go to start > control panel > add/remove programs > add/remove windows components . It should be in there somewhere. GIMP is a much more powerful, free, image editing program. You can get it at http://www.gimp.org
