Languages change and evolve so how would you define English? By definition, English would the mean the language of the land of England. We'd be breaking the law everytime we invented a new word or used slang. English is already 40% French and American English borrows a lot from Spanish. Speaking of the French, look how "successful" their language campaign has been.
Plus, how would you even enforce such a law.
People in the US should want to speak English because it's convenient. Face it, if Mexico was rich, this topic would have never come up. It would be a waste of resources that could be spent something more than a mere symbolic suggestion

I should think that would be rather difficult, given that entirely too many Americans have a feeble grasp of the language at best.

It would make things easier for everybody if we all spoke the same language.Alot less misunderstandings, I think people would get along alot better.
