I think that it is a stupid idea in general. You should want the cop to like you, and he wouldn't like having smoke puffed in his face.
It isn't terribly uncommon that a policeman will issue you a warning, or perhaps give you a smaller ticket than necessary. (I got a $90 ticket for an $120 crime.) If he doesn't like you, though, he may prosecute you to the fullest extent of the law. (House, anyone?)
Furthermore, should you decide to challenge the ticket, the cop is going to have to decide whether or not to show up at the court date. If he is pissed at you, he WILL be there, and will likely inform the judge that you were being petulant or rude.

It's legal, though rude.
Courts have held that the officer can ask you to put it out for safety reasons (like keeping you from flipping it into his eyes; it happens...), but not all of them will.
If you're already getting a ticket, it probably doesn't matter to you, but for future reference, realize that most people go to jail or get tickets because of their mouth, or their perceived attitude. How much is it worth to you to look cool, or show someone who's boss, if you wind up broke or incarcerated?

well, it isn't exactly civilized...but why not? i mean, if you are asking this question, i suppose you want to smoke in front of a cop when he's giving you a ticket, so go ahead. he can't do anything about it.

As a rule I would have you put the cigarette out. People tend to get upset when they get a ticket and the lit cigarette cut be flicked at you in a moment of temper It has happened once and IT never happened again

Like Katherine E said, the cigarette can be used for a weapon, by flipping it into the cops face. I don't know about you, but if I get pulled over, I want to be sure I make the cop comfortable around me. I don't want to give him/her any reason to be defensive.

I would ask they officer(s) if he/they minded first. You might get the guy who took it as a gesture of contempt or the guy who saw it as a possible offensive weapon. (Yes, officers are trained to consider the possibility of a lit cigarette becoming a weapon. Example: being flicked to the face as a distraction, used to burn the officer, or used to light some other incendiary device (bottle of hair spray.))
Most cops would probably realize you were just nervous and as long as there were no other extenuating circumstances (age, location, etc) say to go ahead.

I've done it before and they never said anything but my buddy in the passenger seat tossed his butt out the window and the cop made him get out and pick it up.

Yes, I have. There was a "bad look" from the officer but he did nothing about it, nor did he ask me to put it out.
