I like this guy, we are friends, however he is really shy. I want to hang out with him, but not scare him off. Do I ask? I have tried once but he said he was grounded, do you think it is just an excuse or he really was?

Just ask him again, don't say it's a date, it scares guys off immediately if he's not too sure about you.
Make a casual lunch date, or a day trip to a nearby town...doing sporty stuff, watching a game, or going for a matinee/movie. You can even pretend to borrow something from him, something you're sure he has..to make an excuse to see him!
If he's into you, you'll know about it.

problay excuse we guys are a bit shy sometimes its hard so you have best chance of just not saying hang out maybe chat on aol and become friends and get to know him then it gets easier

He was probably really grounded. Try to ask him if he was grounded first than you ask him or write a "secret" letter to him. He might get all interested and than you reveal yourself! Hope this helps!

ask him if he would like to go to the park or something like that
somewhere away from your parents (so he wont feel pressured)
and somewhere quiet, dont do movies or dinner just yet.
