If it is above the cere and not coming from it- he might have just gotten scratched- it happens sometimes. Just make sure that it isn't still bleeding- birds do not handle blood loss well. If it is still bleeding, the best thing to do is bring him to the vet. If you notice a blood feather that broke (still is dark at the midrib) you can pull it out with a hemocrit or grippy tweezers. Hold at the base and pull straight out. Someone else will have to hold him because he will not like it. The blood feather explanation is probably not too big of a worry because it would be a body feather.

He might have pulled one out, gotten scratched, or bumped it....You can put flour on it, or use the clot stick to help it...Depending on how bad it is, you might want to have him checked by a vet. You also could leave it for a day and if its not bleeding anymore, he should be fine. If it is bleeding take him right away. Try and wash it, or dab it, to see what the actual problem is. You might have to have someone hold it, while you look, but you might be able to see the spot.
