Both or either. Some who are Jewish by nationality are not practicing Jews by religion. It is also possible to convert to the Jewish religion but not be of the Jewish nationality.

Most people who are Jewish are referring to their heritage. For most, it is more the culture and traditions than the religious aspect. There are some who are also Jewish religiously, without having the heritage.
