Valentine's Day is coming up, give her a card that tells her how you feel and a small gift such as a rose or small teddy bear...at the very least she'll be flattered.

I would say the best way to proceed is to see if you have mutual friends and see if you can all get together sometime. When I was that age it was always strange for a guy to just come up and say he had a crush on me. Mostly I was oblivious. If you give her time to get to know you in a really comfortable group setting you will be able to tell if she likes you too by the way she acts. Added bonus: You don't have to put yourself way out there by telling her without testing the waters. Good Luck!

if you are going to be the shy pup that stares and wishes in silence, than wake up from the dream...while you are thinking of a sure-fire way, the confident guy next to her has already or will be making his move.
if you want something, you need to pursue it.
drop the shyness, talk with her as a friend and see how she reacts to conversing with her. if you feel that she likes you, then make your move.
love is the result of risks, theres always a chance to be shot down but the rewards are great if you make it.
NOTE: shyness is an insecurity derived from fear of rejection...is that whats keeping you back?

If you're too shy to ask her out, then find some other reason to get together casually. Like studying together or whatever seems comfortable to you.

I'm quite shy myself, i would probably tell her over phone/ aim or something.
Its easier that way.
But if you dont want to do it that way, maybe a card on valentines day. :).
