I saw a silent film, "The Unknown", and on the movie, these ladies see a midget on dsplay, and call him "The Dem Tasse Daddy" and they laughed, and the midget acted very insulted, and I wondered in an instant what that expression meant. Please?.... *In Little Richard Geico commercial imitation*... "Somebody help me!!!", lol, sorry if my grammar was bad, but, im in a hurry to get this question out.

I'm thinking you may have misunderstood the quote. I'd have to see it in order to tell you what they meant.
