On your knee. Honestly. No matter how great the location is, if you don't get on your knee she'll never forget it.
As far as the actual place, that will depend on the woman. If she likes looking at the stars, propose under the stars on a beautiful clear night. If she loves New York City, propose from the top of the Empire State Building. If she loves baseball, propose at a game. If she loves ice skating (gasp!) take her to an ice skating event (gasp!) and propose there. It has to be something personal for it to be romantic.

Somewhere that is meaningful to both you and her. If you do not have a "special spot" then I suggest from what I would want, is you book her for the whole day.
Go for a walk somewhere nice, look at some gardens you know romantic stuff like that give her flowers when you meet her, then take her to dinner. If you can afford a nice place to eat then usually they can do something really special for you, but you have to call a head and see what they can arrange go for the place that can give you the best event. Anyways then after dinner you get on your one knee while i dont know they got someone singing or something annoucing it. and you pop the question! Or take her up to the mountains somewhere with a really nice view just the two of you and ask her to marry you. Either or....

Any where private. This way your fiancee will not feel pressured and will be able to think with a clear head without an audience. This is a special personal moment between the two of you. If she accepts your proposal, then will be the time to announce the good news to family and friends together.

It has to be what SHE would appreciate. We women all appreciate different things. My fiance proposed to me on the rock jetty overlooking the ocean. He got on one knee and had to be careful not to fall in the ocean. That is one of the places where we went on our first date, so for him to propose there to me was very special and meaningful. You have to know what would be meaningful for YOUR girlfriend and then do it. I LOVED the ocean proposal. Another woman would hate it. It's an individual thing. You will find the right place and the right way to propose. Because you care enough to be asking for ideas on this forum, it says that you want to do it right. If your girlfriend wants to do the right thing herself, she will say YES! Good luck!!

Someplace that is special to both of you, or can become special. Also, I think that the best proposal are privately, when no one else is around. Even if you take her someplace, on a hike, to the beavch, etc. Do it when no one is there. Much more intimate. Good luck.

Anywhere that you and the woman feel comfortable and when you're alone. Maybe at a beach when you're watching the sunset, or when you're on a date to a fancy restaurant. Good luck! =)
