Satan was cast out because he tried to take over God's position. He is still trying to take over God's position. Yes, Satan retained his powers. The Bible teaches that he is both powerful and dangerous (which is why we don't "play around" with the occult or sorcery). It also teaches that he has also been ultimately defeated through the shed blood and resurrection of Jesus Christ (which is why we don't live in fear).
Two-thirds of the New Testament deals with the unseen world, the spiritual realm that exists alongside our physical world. Satan and his servants do have the power to try to influence us and to deceive and distort truth. They are only allowed to actually touch us with God's permission, however. The world is Satan's for now, and we are told to be aware of that fact and to hold fast to the truth in God's Word.

Satan was cast out of Heaven for starting a rebellion against God. He wanted to "overthrow"
God. Satan was jealous because God loved mankind more than the Angels in Heaven.
Lies are his most Spiritually deadly "power".

Satan, or Lucifer as he was once known, tried to rebel against God. He was appointed as the highest of Angels. Since he was 2nd in command he got to thinking that he might be able to become the head honcho. So he recruited many other beings living in Heaven and then he started a war with God and those who were loyal to God. Once he lost he and his followers were kicked out but still retained their powers. He even went back at least twice that we know of to talk to God. Read the book of Job and you will see what kind of power he had and you can read that he went up into the presence of the Lord and the Lord God asked him were he had been. He answered that he had been walking up and down and to and fro on the Earth. And Satan told God: Why not give it up dude? There is no one left on Earth who is loyal to you.. God told him yes there is and his name is Job. So the old Devil said Yeah, yeah, yeah, that's just because you protect him all the time. So God said all right I will let you have at him and I bet you he will still stay loyal to Me. The devil said, OK you're on. So he killed Job's animals and his slaves and servants and his family and Job would not curse God. So the Devil went back to see God and said well let me touch him. And God said OK into your hand I give him, but you can't kill him. The devil said OK it's a bet. So he covered Job with sores and boils and made life horrible for him but he still remained loyal to God. After this Satan gave up and knew that God had won the bet. All this did was make Satan madder and he has been after us ever since

Different denominations have different answers to this; Some would argue with your assumption that Satan was an angel.

first off angels never had heavenly powers. the reason he does is the same as why he got kicked out. he didnt, he rebelled. stealing part of the universe from god he created god and his current powers are the result of this insurrection. thats what the bible says anyways.

The idea of Satan being a fallen angel is silly. If Satan was created perfect, as angels supposedly are, he never would have even thought about rebelling against God.

Lucifer did not like to follow dogma blindly just because he was told to. he believed in experience as the key to knowledge, not in acceptance of anothers words.
he is like a union delegate, who stands up for the freedoms that the people should enjoy. the oppression of the tyrant ruler was suffocating dogma, that actual was not living, but slavery.
now that we die, we can rejoice in the unknown and discover truth for ourselves.

havent you fanatics realised that if Eve didnt eat that fateful day, there wouldnt be anyone but Adam and her. give thanks to her eating and wanting to know more about life for herself, and she relied less on the rules to decide her life.
just because you dont want to experience the reality of life for yourself, doesnt mean those of us who love it cant enjoy it. dogma is rigid, and life isnt like that. we are not clones that follow the same beat. life is chaos, and Lucifer did us a favour in allowing us to make decisions as we please, for better or worse.
if you can love Eve for her fall, why cant you love the rest of mankind, for she started the ball rolling.
but, it is not real anyway.

Actually he was cast out because of pride. God allowed Satan to have free will and because God looked highly of him, he thought he was better than God. He was the musician in heaven, and yes he still has some of his powers now, especially in the music industry.
