Go ahead and give that woman a card and express your feelings for her.
Bottom line: Women like men to make the first move. If she reject you that is her lost find another amour but keep making the first move.

It would not be a good or bad but it would be the BEST idea especially if you want to show that you like her and not show too much... ^_^
add roses with the card maybe a bouque of roses would do or three or one... bouque means you really like her... three mean you love her and one simply means you like her... ^_^

Only if you think she really, really likes you. Vday is extremely important to girls and women. They take matters of the heart way to seriously and you'll make her very uncomfortable if she's not totally in love with you.
