I live in a retirement community where almost everyone has a golf cart--most are electric as opposed to gas operated. It is used as a second car because its electric (no gas) and as such, its almost free to drive. Here, a golf cart is called a 'golf cart' or 'golf car' and its called either about 50% of the time. Even the golf course workers call it a 'car' or a 'cart'. Thus, either is acceptable and there is no difference. PS...Electric Golf Carts (or golf cars) get an annual tax credit as well.
