only to another physician/hospital or clinic with YOUR signature signing a release. most hospitals make you sign a general form before any type of exam or procedure that states their privacy policy by law.

Only if you sign a record release, or if a court subpeonas it. The patient or legal guardian must sign a HIPAA compliant release, with your name, date of birth, where the information is being sent to, what information you want sent, the day you want the release to expire on, the patient or guardian's signature and the date. If a facility sends this out with out your permission, or a court subpeona, this could cause thousands of dollars in fines, and if this facility was a repeat offender, could mean jail time. Any employees or health provider at a health care facility may not even talk about information they read, except to other doctors and health care personnel that are dealing with your case because that is a HIPAA violation. They cannot even tell any one that you are a patient at this place. If you want HIV information sent out, you also have to sign an extra release form. If you want your information sent out, and there is HIV information in the chart, they will 'retract' all the HIV related information, unless they have your consent to send it.
Also, if you are 12 or over, and there is any information in your chart stating anything about sexual activity, the minor must sign the consent on there own, since what the minor tells the doctor is priviledged. The law protects the minors from their parents finding things out about them, that they tell the doctor in confidentiality. The physicians do not want the child to tell them the truth about their behaviors for fear that their parents can read the medical records.

no they aren't allowed to do this unless they have a signed release of information for that patient to send the medical record or information to a specific place. it's a law called hippa! medical personnel can loose their license or job and possible go to jail for a hippa violation.

They can share it with other doctors for opinions and send it out to other medical professionals on a consultation but they will need your permission to do so.

They are not allow to release any information to others except police (if due to some suspect of criminal case)
