Seems airlines have done away with the fares?

Infant fares are sold on international flights. They are required for passengers traveling with infants and they are about 10% of one parents ticket. It does not purchase a seat as these are still lap children but it does cover infant meals. Tickets are required for everyone on board as a list of all passengers must be given to immigration upon arrival.

It looks like they are doing away with them as they can sell the seat for full price.

If you book it just right, you can get a good deal on a seat anyway.
