Wear a pair of cutoffs and and old shirt. Carry a deflated soccer ball with a face painted on it like Tom Hanks.
Go as the of the characters from Gilligan's Island. Ginger would be cute, if you can rent or borrow a sequined gown.
Wear a swimsuit, and put on old inflatable tire around your middle. Or buy a child's swim toy, and use that.
Pin the instructions for CPR on your back. That's the costume, the CPR instructions.
Buy a whistle, like whats her name in Titanic. Paint your face white, or blue for added effect, like you're freezing to death. Make or buy that necklace with the blue stone in it, even if you have to use blue playdough to do it. Papermache and some paint might work, attatched to an existing necklace. [wow, the theme from Titanic is playing on Launchcast] if you can't afford a trip to the craft store.
Dress up like baywatch, be sure and stuff your bra with a ton of Kleenex.
Dress up in Victorian like what's her name, , and like Johnny Depp as a pirate, get a bottle of rum to carry, like Pirates of the Carribbean.

Dress like a character on Gilligan's Island or else Tom Hanks in Castaway. A friend's girlfriend once went as a shark attack victim for Halloween. She wore ripped-up clothing and then jumped in the shower. The downside was that was freezing all night.

If you want to go a bit slutty, you could both dress in shredded, tattered clothing. Take something old and rip it up (in strategic places) and be the someone in need of rescue! It is a frat party after all!

Look to your local Army Surplus Store.

Head gear that has a flashlight on it and a visible Compass.
Maybe a vest that has reflective stripes, etc....

Don't hesitate to ask a person at your local Fire Dept. if you can "borrow" some items they may have extras of - like a vest, etc.....You will be sure to get some.

Maybe some rope hanging from your shoulder or your waist.

Lace-up boots or Flood boots?

hmmm... hiking boots, shorts, and a backpack?

Orange jumpsuit with any gear you can slap on there from goodwill.

Camoflage from the army/navy store with some gear from there too, you'd be out about $30 for the whole outfit! :) Have fun!

I find that Coast Guard attire always fits the bill.

you can wear a bathing suit, mess up your hair and carry a tattered boogie-board (or whatever they call those short foam surfboards nowadays) and you can be a bellysurfer washed out to sea

Use your make-up to go as a victim: blood and bruises, ya know?
