I'm black mixed, and I have a daughter who is 3 and her father is white. She has mid-back length hair that is all over the place when she wakes up in the morning. Its a curly grade, not frizzy or "nappy" but it is still kind of... lol! What I do is use a wide tooth comb and a little hair lotion like BB, its a really good brand for little kids, and a bit of spray on detangler like Just For Me. First I spray on the detangler, then comb from the ends of her hair and work my way through until all of the tangles are out. After that I put in the hair lotion and she has perfect spirials that need no more styling unless I choose to put her hair in a ponytail or two french braids. Mixed race hair isn't all that much of a matter, its only becomes an obstacle if you see it as one. Also, don't wash her hair everyday, that only incerases the dryness, if you rinse it and condition it every other night that should suffice.
I wouldn't recommend a relaxer for a child, the chemicals are pretty harsh and can ruin her scalp and hair. It may look more like black hair, but the grade might be just a bit different. Look at all of the black women you see that have problems with their hair because of a botched perm. Plus, if your child scratches her scalp a few days before she gets a perm the chemicals can eat through her skin and cause chemical burns.

I am loving my Activate Hydrating conditioner, which you can get at Ulta and some drugstores. Naturallycurly.coms's curlmart.com has lots of great hair products, some especially for mixed kids. Other than that, don't shampoo her hair too often (1-2x a week) and condition, condition condition! Also, don't relax it or anything like that, b/c you'll regret it later.

I am black/white and I relax my hair to make it straght and silky. I also know a lot of people who are mixed and they all relax their hair.

alright well, do you want her hair straightened???
there's a cheap relaxer at sally's it's called sheenique and it straightens hair. from what i've seen it's pretty good if you condition your hair. if you decide to use it she needs to use some good conditioning stuff for her hair, like infusium products. those are really good. also, a good shampoo to keep her hair healthy, like treseme.
