no, 16 valves will not make your insurance higher.
16 valve is an engine up from the 8 valve gutless wonder.

what makes the insurance go high is your record, where you live, how far the car will travel a year, and sometimes, to where, and if you claim to have a lot of expensive things in it (i.e. amps, deck, lcd tv, etc..)

Partly yes, because 16 valve engine are more efficient and powerful then 8 or 12 val vs. which is potentially has more risk factor for insurance companies.
some company might think that is more dangerous. like a 1.4 L 8 valve car might have 70 HP and a 1.4 16 valve have 80 HP which could be equal to 1.6L 8 valve engine.
