He is evil if he chooses to be and he is not evil if he chooses not to be.

Some men and some women are evil. There are many sociopaths who have no feelings of guilt ever. I guess it is your definition of evil. I think it is when an individual's behavior hurts others. A lot of people don't have a clue as to the pain they heap on others, whether it's by not helping when possible or deliberately causing pain or even death. But we all make mistakes and we must do our best to correct or overcome them. Some people take longer to grow up and take responsibility than others. Some never do.

Yes and no. Anyone can do an evil deed if pushed into a corner. The question should read: why is mankind evil.

Since evil only lives within the hearts and minds of individuals, your question has the dual answer -

Some are

Some aren't

A saying from some time ago is this -

"Evil exists when good men do nothing." I can't remember who said it, but it rings true.

Man has certainly carried out more "evil" than any other animal which has ever existed due to our intelligence, many times twisted and perverse,
we have a choice and a reasoning mind to weigh out ethics and know right from wrong.

The more innocent a person, the more pure, Children are pure and good in their innocence, as are animals.

That is why people who do not have a conscience and who seek to torture and kill people need to die.

No. Humans are inherently good. However we are in a fallen state, which means we have a tendency to do evil, the ability to do evil, and sometimes it is much more easy and tempting to do evil than to do good. But human nature is not evil - evil distorts human nature and makes us less human.

Man has the potential to be evil, yes, but essentially I don't think the entire race is. Misled, sometimes, or perhaps misjudged - but definately not entirely evil.

No. No human is inherently good or evil. I prefer to look on the more sunny side of life and believe that most people are innately good folks.

Inherently yes,
Ultimately no.

Do not correct an infant or toddler and watch what they will do with no teaching. Pure evil. By "correction" I mean a stern look to let them know you disapprove in a way they understand.
