Legally at the age of consent in your area. Technically at any point in time, but you may not be allowed to practise it fully or at all until age of consent.

Old enough to understand what you're doing and what the religion is and stands for.

One must be of the AGE OF REASON!

It varies GREATLY-- but often as early as 8 or 10.
