Um,why would hair NOT grow?Haters these days..Anways here are a few pointers that helped me grow my hair from shoulder length to the middle of my back:
1.Take Hair,skin,and nail vitamins(or biotin)everyday
2.Eat alot of protein(chicken,tuna)
3.Keep your hair moisturized EVERY single day
4.Stay away from heat
5.Try low maitenence hairstlyes like loose buns,braidouts,natural,twists to keep your ends from breaking off
6.DO NOT overlap relaxers,stretch if you can

Have you ever considered getting hair extensions while your hair grows out? About 50 percent of stars you see in magazines have hair extensions. I have them also. They're great! Mine are 100 percent human hair extensions that were bonded using keratin wax, this is probably the best kind of hair extensions, but also the most expensive. You can get clip in hair extensions that look just as real for a fraction of the amount! If you get real hair you can shampoo, blow dry, dye, and straighten them. You can't tell the difference between your real hair and the extensions.
OH AND ALSO .. never use pantene shampoo. I go to the best hair salon in my city, and all the hair professionals there say it builds up on your hair. While it may make your hair feel nice, it's really not doing anything good for it in the long run. Try Pureology shampoo, it's won many awards because it's so great. It's about 30 bucks a bottle, but well worth the price!!

Hair grows naturally over time, and the rate at which it grows is different for each person. I would suggest maybe eating black sesame seeds. There is something in the seed that stimulates your hair follicles so that your hair might grow relatively faster than usual. Have a spoonful of sesame seeds everyday (no more than that!)
People say that dreams can sometimes be a person's hearts desire. Since it's obvious you want long hair, you will probably dream about it once or twice.

Well, I'm a beauty expert, so I know what's happening. You are DESPERATELY trying to grow your hair, long but something is holding it back. Stop anything you put on your hair, and try PANTENE shampoo, that'll probably help. If that doesn't work, try get extensions, and also try layer your hair, this will also help. u want long hair lol.... why not try some clip in extentions while your hair grows back... they come in strips with clips on there soo easy to put in and out and it doesnt damage your hair but gives u the lenght of hair u want :D i use them all the time... i had a reallyy bad hairdresser and she cut all my hair off was awfull!!!!!!! so i went straight and bought them nd i have wore them ever since you can also tong them curly and stuff u will looooooove them!

I have been following the same regiment that "x_karma_x.." has listed and my hair is growing very quickly. Much quicker then most people my age (50+) claim.
Being much younger (and hopefully under less stress), maybe it would work for you too?
