A card. If just that doesn't feel right, you could put a couple of tickets to a movie, or make some brownies to give with the card. Maybe something silly to hang off his rear view mirror. Maybe a fragranced candle for his room. Some guys are kinda concerned that they can't smell the bad that collects from their socks in the corner. A ciggerette case, money clip, a small stuffed animal that makes a rude noise, a shirt with something cheesey on it, but just don't skip the card. Nothing overboard, something funny.

Give him coupons.....seriously, give him a coupon for a free makeout session or a foot massage (for you, of course, lol.) It doesn't have to be all about what you give money wise, I liked it when my boyfriend/now husband gave me a huge, six foot tall cardboard card that had all our pictures on it and said happy valentines', etc, it was so personal I had never met anyone that caring enough to make something for me.
Be creative, your mind is your best friend here, or if you are like me, just go with the coupons, redeemable at any time and if they are kissing you, then I'm sure he'll like them...... :-)

Invite him over for a special romantic dinner. Cook something simple but delicious(if u know how to cook) or ask for help. Then After dinner i think you could handle it from there on. Give him a big suprise!!!
