It's not WRONG to look....but if you go after them....that's kinda weird...
I'm 45 and there's a ton of teenage girls around here. Yeah a lot are cute....but I'm not gonna go drooling over them....I look for their moms....lol. If the young ones smile and say hi...I say hi and keeeeeeeep going....LOL
I will say this.....they didn't build them like that when I was in high school.

Well in truth, it is wrong to admire any girl in the way you are thinking. If you are into the bible and what not it does say that for a man to lust after a woman he has committed adultry in his heart. So, yes it probably is wrong even if you are in the right age.

if you are 20+ i would probaly think that is wrong of you to admire her (depending on how old she is).
so if you could add more detail on this situation, then you might get more helpful answers.
some girls like to be liked by older people. i have a friend who is almost 15. a guy at her chruch (18 years old) had a crush on her and said stuff like "maybe when you are older" and etc. but she knew it was wrong (even though it was cool to have an older guy like her) and so yea...

Depends by what you mean by "admire". By saying "fully-developed" it sounds like you are having a perve at her breasts. I think you know you are doing the wrong thing. Leave her alone.

A girl that young does not know enough about herself let alone her own body, to have to worry about perves like you staring at her chest! you must be older because the way that you describe her is as if she is out of reach, and no child of 16 or less would use words like you did. Yes it is so wrong, and yes it will catch up to you.

there are beautiful young women, and acknowledging that beauty is ok, but there is a line between admiration and creepy. One thing to look and admire, another thing to try to come on to them, build a relationship, or take it any further. Let them grow up.

There is nothing wrong with admiring a younger woman and it is wrong when she has no feeling for you and you try to make something happen that is not going to happen.

there is nothing wrong with admiring her. but unless you are sixteen or younger leave her alone till she is older.
