Puerto Rico is a U.S. territory, and therefore part of the United States. You don't need a passport because you aren't leaving the country.

This January it became requierd that if you fly into the united states, even if you are a citizen, from any country you must have a passport. If you dont have one before you get on the plain they will not let you on.
