If she is AKC or UKC registered she can be entered in shows. I would suggest finding some handling classes to start. Go to the AKC site and find the list of breed/kennel clubs near you contact them and ask about handling classes and about shows. I also suggest going to a few shows as a spectator and seeing how dogs are shown and judged.
There is a great book out that I suggest yuo get and read: Show Me! A Dog Show Primer by D. Caroline Coile
And no it isn't to late to start showing your dog...many dogs aren't started in shows until they reach maturity or near maturity.

If you are wanting to show your dog the best place to start is by attending dog shows in your area. You can watch the beagle competitions and talk with the competitors after they have finished showing.
You can search for breed clubs at akc.org and get connected with a Beagle dog club. Hopefully, there is a local club located in your area, however, this may not be the case. Networking with a reputable breeder will be your most valuable resource.

You may be able to show your dog depending on how its registered.
1)Is your dog AKC registered
2)Does your dog have full registration or limited.
Most breeders sell limited registration. To show a dog it must have full registration check your AKC paperwork to see how its worded. If its limited then you cant show or breed your dog under the AKC. If its full registration then you can show. Go to infodog.com and look to see where shows are occuring in your area. You can register your dog there and register your dog for upcoming shows on line. You can also view upcoming shows at AKC.org under event seach. conformation.
Before your start signing up for shows you should consider hanlding classes for you and your dog. Then start going to shows as a spectator to see how the whole system works and see what a judge looks for. Good Luck. Maybe I'll see you around the circut. I have labradors.

Starting with a 1.5 yo dog is great, but understand that this will be your "learning dog".
The first thing you will want to do is find a local All Breed Club (they will be the ones hosting your local shows and holding handling classes).
It is through the friends you make there that you will learn about showing dogs.

Confirmation, agility, tracking, obedience, rally?
Probably the most comprehensive site is akc.org to get information on how to start. Then you'll need to take classes to prepare before showing.
