The best way to test if its a scam is to type in the name of the lottp company into any search engine such as google.If you see several websites stating this company is a fraud then they are...Sometimes its a good idea to read some of the websites information as well...

Sounds like a big fraud to me. Anyone who says you won something and then asks you to pay for delivery or whatever, is totally scamming you just to get your money. DON'T BELIEVE IT!

Probably scam. After all, no lottery I know of makes you pay any money. Tell them to get bent!
Or, tell them you are going to turn them into the cops, unless THEY give you x amount of money to 'keep you quiet". Tell them you know where they live.
