I think it is a rather condescending way to describe religions that are atheistic.

Humanity need more and more urgently a high sense of spirituality and morality, while the Revelation of the One True God is too high and too difficult for the reach of most people; so some worldly wise try to modify the revelative religion to suite the mass, this is 'secular religion'.
The revelative religion is established by the Manifestation of God, therefore it is evidently religious.
The 'secular religion' is only a fabrication of man, by picking some high principles and interpreting them as some spiritual philosophy, it seems good in some place for some time, but it is really "non-religious"; its imperfection causes misunderstanding about true religion.

Secularism is a religion in the sense that it gives us a worldview, a view of reality as a whole. Secularists acknowledge this in their "Humanist Manifestos". See below.

This, of course, has enormous consequences for politics, and the so-called "Church-State" issues.

It's a spiritual philosophy that doesn't discuss god or gods in a specific sense. The spiritual well-being of a person doesn't necessarily come from God; the soul exists in a state separate from any god or gods, and cannot be "saved" because there's no one to save it. The follower bases his life on taking care of others and of the environment, not to recieve grace from a god, but for its own impact on the world. It's confusing for those who are brought up in a traditional church. Many Unitarian Universalists are secularists.

I think it refers to people who hold irrational beliefs on faith rather than reason. It is mostly used derogatorily to dismiss an opinion. For example, I feel some people think of capitalism as religion: They believe free markets are the solution to everything, even though it is not realistic to expect governments to step away from all areas of life.

Communism was labeled a "secular religion", because it resembled a mind controlling cult in every way, except that it didn't believe in a supernatural god (humanity, or the "greater good" of society, was its god).

-------------------edit---------

In other words, a "secular religion" is any philosophy that inspires or encourages fanatical devotion in its followers, but doesn't claim to believe in the supernatural.

To me it refers to the theories and beliefs about the origins of life and the universe that are based in facts, research, scientific testing and what we can actually see and measure rather than mythology and faith.
