have a friend introduce you. if you have a friend that's a girl, that would be the best way.

do you know anybody that knows her? You could easily tell one of your friends that knows her of your interest and then not so much be introduced but being brought into a conversation when they run into each other type thing feels really easy and natural and you've built yourself an in for the next time you see her alone.
If you dont know anybody that knows her, you'll need a starting point. Maybe a book she's carrying or something, ie oh thats a psych book are you taking psych, I was thinking of taking that class how are you liking it. Anything you can use to start a conversation. The hi im so and so doesnt work on women, works for women with us.
Its tough to know if a chicks interested especially at a location like school where she isnt thinking about meeting a guy most of the time. The best thing to do is try to make the approach and feel it out from there. Its not easy but nothing worth doing ever is

If she doesn't make eye contact with you, that may be a sign that she's either shy also, or is a signal that she's not interested. But with that said, you should just find a reason to speak to her. Like whatever class she's taking(let's say it's english), just go up to her and say, "I'm taking your english class next semester and was just wondering if your teacher is worth going to?" You know, something along those lines. Cause then she'll talk to you for a few minutes (us girls like talking for some reason) and you won't have to feel awkward. If the conversation goes well, maybe you could ask her for tutoring lessons. Who knows ;)

Never extend your hand to a girl unless she puts her hand out first. I always just walk up and say "Hello how are you?" Most of the time you'll get a fine or I'm okay. Then I say "my name is *******?" Almost all the time she will tell you her name. If not, but she still talks to you on or around the second thing you say ask her " by the way what did you say your name was?"

I would keep saying hi to her and start to make some small chat don't do up to her and introduce urself until ur comfortable with her.

OK first just act like your talking to another person-but don't say anything embarrassing! Get to know her and find out if she likes you, then ask her out . But you better start talking to her if you don't won't someone to beat you to the punch!

after the hi part ask her to lunch so you can get to know her. and dont forget she is probably shy too .. so take some action and be a little straight foward

if you have any of the same freinds they could help. or just ask how to get some where, and start talking then give her your ph # and tell her if she would like to get together some time to geive you a call
