My friends and I live in New England, where we have the same issue!!! I used to make and sell Whipped Shea Body Butter, which cured all of us. It may be worth it to you to make your own. Below is the recipe - you should be able to find all of the ingredients in your local natural foods store.
9 oz. Shea Butter
7 oz. Apricot Kernel Oil
1 c Cornstarch (reduces greasiness)
1 tsp Vitamin E (natural antioxidant)
15 drops Essential Oil (I like Lavender and Lemongrass)
Melt all together in the microwave one minute at a time, stirring between intervals. When it's completely melted, whip with a hand-held blender for 2 minutes. Place in the freezer for 5 minutes, and repeat until the mixture reaches a whipped consistency.
This really is amazing and only takes a couple of uses to improve your skin (even dry, scaly legs!!).

My favourite remedy is to pour good quality olive oil into the bath. It does wonders to your whole body. The only negative thing about it is cleaning the bath tub from the oily film it leaves.
A friend suggested a cup of apple cider vinegar in the bath for dry and itching skin. I've tried it, but I think that olive oil is so much better.
For feet and hands, I rub lots of olive oil into the skin before I go to bed, and put on thin cotton socks and gloves to protect the sheets.

Using a soap with shea butter works great, bath and body works exfoliants work great because of the oil that the exfoliant is in. LaRoche-Poussy has a wonderful skin moisturizer and True Cosmetics will have a skin care line soon to be launched.

I have the same problem! i have found that if you do not want the greasy feeling of a lotion or moisturize, putting a tad bit of baby oil in bath water softens the skin and helps to depleat itchyness. just don't get your hair in it, it can be impossible to get out! Good Luck!
