Just thin out some pancake batter a little bit.

Or 1 cup flour, 1/2 cup water, 1 egg & 1/2 tsp. salt. Deep fry.

No beer or fizzy water?? OK, you can use plain old water. The coating just won't be as puffy as if you had used something carbonated.
