Plant rue. Cats hate it. Plant it around the borders of your lawn and take good care of it. Rue is an herb, should be easy to find. Alternately, have the neighbor plant catnip in her yard.

You can install motion activated sprinklers - I use them and they work great. Any time a critter approaches the lawn they will turn on and douse the critter. After a few attempts I bet the cats will learn to stay away.

At least they bury their's--which will help to fertilize the soil in your lawn--it's the stray dogs that I can't deal with.
